I'll grant you that a one-off, localised adjustment to precipitation will not have adverse effects to the overall climate. The issue is that once you begin to normalise doing so year after year.

Constantly adjusting the weather such that it is perfect for you and you alone will eventually affect other regions. Then THEY will suffer and ask for help - and so on and so forth, your troubles accumulating until you are right back where you were in the first place and you realise you may as well have not meddled in the first place.

But of course, the one who began the practice will be dead by then.
