I spent enough time on Elah to know my best bet is by getting in touch with those at the EAGLE Center, given they are part of MANTA. [He did worry that the EAGLE Center people would be the best bet. Those he had seen at the Archives, the Council- it was so much politics plagued with a popularity and power contest it set him on edge.
