Laser dolphins. Some government project modded a bunch of dolphins to shoot lasers. (They shrug.) A lot of people think they're just a dumb conspiracy but they're definitely real.

(Said not with the certainty of someone who knows they'll be proven right in the end but who already has been proven right.
