Legally speaking, no, they would not be required to assist me in ruling. But such an arrangement would reflect quite poorly on them. The people of Hyrule would look down on them as lazy, incompetent, undeserving, and overall unfit to be my consort. No matter how much I love them, Hyrule would hate them and they would live a miserable and unhappy life at my side.
If that is too difficult a thing to imagine, then consider your own parents. How would you feel if one parent did all of the work while the other parent simply loafed around all the time?
