[ immediately the viewer will see a green animal on screen, the camera angled up telling that whoever is holding the camera is shorter than her. don't mind that, because she's leaning forward into the screen with a sharktooth grin, then tapping at the recorder with the tip of her gloved finger. ]
Hey, is this working!?
[ in the background is a very low "yes ma'am!".
surge leans back, her ears twitching as she nods to herself. she shifts to the left a bit, then to the right now sure which side is her best side but... she'll figure that out later. ]
Okay, listen up! Your fellow heroes [ self-proclaimed ] are inna crisis! I got a prop...eristion for anyone willing to take on the challenge!
[ from behind the camera, another voice can be heard: ]
Proposition...
Yeah, that! The reward? We'll get to that later! A N Y way! There's this damn menace on the prowl causin' trouble as we speak, and you all need to be on the lookout. He's out there creatin' monsters and trying to put people in peril, but we know his weakness, and we'll get rid of him for ya before he tries to kill ya next.
[ hands on her hips, the tenrec nods to her own words because it makes sense, why wouldn't it? ]
Hand me the... y'know! [ she's holding out her hand towards the camera person, asking for something. ] So I know you're all curious about who this nefarious fiend is. My cool and artistic sidekick has taken it upon himself to draw this cretin.
[ a flap of a sheet of paper now means the camera screen, revealing the culprit. ]

THIS GUY. Bring him to us and we will beat the shit out of him and you never have to deal with his evil again! So, anyone up for the task?

Do you not have prisons in your world? [ That's a genuine question. ] Is there no other consequence than death?

It's not like prison will change them. They'll just escape as soon as you give them the chance.
[ bad people don't change—giving the chance only leads to more suffering.

There are villains that take defeat and use it to shape their goals, then they prepare over and over again. It's useless, but they can't do that if they're dead.
[ to her, it seems like the only option. ]
Certain ones have so much power, but it's the hero's fault for letting them do whatever, right?
[ that one is also a problem. ]

Some people will do that, others need help they couldn't get which is also a failing on our part. It would be nice to mitigate the things that cause people to turn to villainy.
[ He sighs. ] I think heroes do bear some responsibility, but they're not perfect either. They don't act on things they don't know about. If they know about something and don't act, that's definitely wrong too.

[ kit doesn't seem content with the answer—but he's not as passionate about the subject of letting criminals walk as surge might be.
those criminals who can't be rehabilitated are the reason why surge and kit are they way they are right now. but frankly, kit can't imagine living without surge. she's the most important thing in his life, and that's why he's willing to let her talk instead.
he looks supremely unhappy though, knees pulled up as he sits beside her. ]

[ if she could ask what it is that sonic does that is a "responsibility" on his part, there's no answer that could satisfy her. ]
There's just some villains that need to be killed, and some heroes that should be taken out because to me, it sounds like they don't care what the consequences are! Or they don't have any at all.

Your hero has the responsibility to protect people from the villain. That's basic, standard procedure. Why does it end at the defeating the villain? Especially if this happens multiple times, I'd start asking questions and investigating ties this hero might have with the villain.
[ Repeat villains like this just aren't a thing in his world, not once they've been caught. They've had bad villains, who do atrocious things, but once they've been caught it stops. A pass on a misdemeanor that leads to something more sinister is given the punishment it deserves, no matter how severe it may seem. It doesn't sound like their world has those standards. ]
I'm not in disagreement with you, actually, some heroes are not meant to be heroes. If they take their position and leverage it to cause harm, I would say they're not very heroic at all. In my world they'd be stripped of their licenses. [ That, or assassinated, but he doesn't get into that. ]

[ kit mumbles it more under his breath than anything, but the shellphone picks it up all the same. that's the worst part of sonic and his little crew—they do this over and over again, and they think it's the right thing to do.
and nobody else matters as long as they get to feel like that. ]

[ she rolls her eyes, then looks off to the side as she thinks about how many years those two have been at it. how sonic has failed her, how eggman has assisted in her suffering, and how a fanboy found the mind of the villain so fascinating that it led to their pain. ]
You handle things as it comes, but him, he only does what he thinks, and none of his damn friends would say he's wrong.
[ surge lives in hell with kit, there's no one to help them, so all they can do is help themselves. ]
They say if you want anythin' done right, ya gotta do it yourself.

I can't say I've never encountered people like that, but they usually end up being in the wrong too. It's a pretty delicate balance, but at no point should anyone accept people getting hurt. Something's not working if that's happening.
I don't blame you for wanting to handle it and showing him how a hero is supposed to do things but I feel I should caution you to be careful. It's dangerous work to throw yourself into, and also, it's much easier to operate if you take the time and investigate first. That way, people can't question why you're doing what you're doing.
[ She's more of a vigilante, but that's still concerning, because it's dangerous. ]

He has a point...
[ not about the danger—that's one of the last things kit is worried about, but about others questioning them. he already suspects that amy and all of sonic's other friends are going to try to frame them as bad guys, especially with how adamant and stubborn they've been since he and surge showed up here. but surge? he wants to see the people praise her again—he wants to see her smile the same way she did when she first realized she could be a hero, during the races.
that's why he'll look to her, wondering what she makes of it. ]

[ she's seen the videos, the areas where she had "died" over and over and over again just for starline to try again and get it right. surge has watched herself evade all sorts of death traps, she got to see the error of her mistakes, the outcome of her choices, and where her anger sparked with every moment of being used until readjusted by just a wave of that platypus' hand. she's far past danger. ]
Whatever happens will happen as long as we're the ones doing it.
[ clearly she's not afraid of what comes after. she hardly has a future since there's no past for her to rely on. all she got is what she has now, and is she going to let that go? never. however, time and investigation isn't really her thing, but if it's par the course of doing this hero thing right, she looks at him without accepting without anything to argue. ]
Sheesh... I guess... we need to do a 'lil more before we can blame 'em.
[ who? well, that hedgehog, of course. ]
