Why do you assume that someone made it?

No, but that doesn't mean that someone made it.

A horse cannot simply develop hands instead of hooves. Even if one leans into natural evolution theory, the body wpuld surely have developed differently to complement the hands.

And that is even before we look at the hand on its head!
