Not in Tevinter. It is a magocracy. Mages control everything- while the Templars ideally should stop them, they do not. The Magisterium have them on a leash.

Many places outside Tevinter use Circles of Magi to keep mages away from non mages and prevent harm. Tevinter should operate similarly, but they will never do so until mages no longer have control.
