i'm not sure if anyone else can. luffy is kind of unique like that. because of the fruit he ate back home.

Yes, like the ones that let you resist burns or change your form. Their effects are fleeting, though.

There were potions a few months back that'd transform you into a merfolk for a few hours, that sort of thing.
