It does look like a case of creation magicks gone terribly, though, does it not? Mayhap they were thinking of the horn that the monoceros be armed?

Initial impressions seem to indicate that it is herbivorous like other horses. It is currently grazing.

What possible reason could this thing need hands for?

Were we in my world I would assume that was a Saint, and that whoever made it is likely a part of some local faith.
